Often you were just "undesirable" - either poor, or unruly (especially women). You could avoid being sent to the institution if you agreed to be sterilized. Then the nice people would ignore inconvenient you because at least you weren't breeding more of the same. I wish I was kidding. As for the crime thing, alas it was not true.
